If any civil servant receives information or information that someone is about to do or has done any act causing any kind of loss or damage to the government or public property, if he has to take action in that regard, he shall make appropriate arrangements for the protection of such property and the matter shall be under the jurisdiction of other agencies or offices. If necessary, the person working as the head of such agency or office should be informed immediately.
(2) If any civil servant receives information that someone is about to commit, is doing or has committed any illegal act or criminal act, he shall immediately inform the concerned body or his head of office about the matter.
